Abstract

Penelitian bertujuan untuk mengetahui pengaruh desentralisasi fiskal dan sistem manajemen pendidikan terhadap mutu sekolah dasar. Penelitian dilakukan melalui pendekatan kuantitatif dengan hipotesis. Populasi penelitian berjumlah 195 sekolah dasar neger di Kota Malang, Jawa Timuri. Pengambilan sampel dilakukan secara acak berstrata dan teknik pengambilan sampel probabilitas di mana total populasi dibagi menjadi kelompok berdasarkan kecamatan yang homogen. Jumlah sampel penelitian yang digunakan sejumlah 22 sekolah dasar negeri. Hasil penelitian menunjukkan desentralisasi fiskal berpengaruh tidak signifikan terhadap mutu sekolah tetapi terdapat pengaruh signifikans positif sistem manajemen pendidikan terhadap mutu sekolah dasar. Dengan demikian, desentraliasai fiskal dan manajemen pendidikan adalah faktor yang menentukan hasil pendidikan dan gabungan dampak keduanya bersifat sinergis dalam meningkatkan mutu sekolah.
